I believe that August is the season.

Reason: school is starting so there is the stress of new school and ending freedom. It is hot, which makes people grumpy. The windows are open so you hear your neighbors, their music and talking and you might talk back to them. And people are outdoors, which gives them the opportunity to interact with each other.
