This is a good question that deserves an answer.

I believe you are talking about “Licensed Psychological Counselors” or “Licensed Practical Counselors”. They go by different names in different states.

In the state I live in, the requirement for this job is very minumum. Only a bachelors degree and a year’s worth of training can give someone the ability to apply for and use this license. Therefore, clergy people, drug and alcohol counselors, human resource counselors and school counselors can do this.

Now, let’s talk about mental disorders:
There are severl different types of mental disorders that require the aid of a psychiatrist (which is a MEDICAL doctor who can practice any form of medicine from minor surgery to obstetrics to pediatrics).
Some very serious mental disorders that have a medical basis in practice are Major Depression (Endogenous Depression), Schizophrenia, Bipolar Disorder, All Eating Disorders, ADD and ADHD, Autism, Dementia, Alzheimers Disease, All forms of Substance Abuse, Somatoform and Factitious Disorders, just to name a few.
In cases where a patient may have a Personality Disorder, a very, very long course of psychotherapy may be needed and for this a psychologist would be used.

Almost any other kind of situational problem that is common, an LPC could handle.
